Based on the findings of the Peruvian Truth Commission, the documentary State of Fear presents a cautionary tale for all democracies fighting against terrorism. In response to a violent Maoist guerilla cult operating throughout Peru, Alberto Fujimori, the country's democratically elected president, began a campaign to quell the insurgent uprisings. His actions--which included the use of torture and death camps--led to the erosion of the country's democracy and eventually caused him to be driven from office. (video, 94 mins.)
