As more burn victims from the fire begin dying in hospitals from wounds that were not life threatening, a doctor blows the whistle to a team of investigative reporters. One revelation leads to another as the journalists start to uncover vast health-care fraud tied to government corruption. When a new health minister is appointed, he tries to offer unprecedented transparency which only reveals the larger obstacles he faces with the looming far-right government.

Following journalists, whistleblowers, burn victims, and government officials, Collective is an uncompromising documentary look at the impact of investigative journalism at its best as well as how governmental corruption can force the medical industry to abandon its most vulnerable patients.
